The FRAMES-project aims to improve the framework conditions for building renovation in Member States and CEE-Countries. The principal focus of the project is the regulative framework, namely tenants law, building regulations and financing conditions. The interplay of these framework elements mainly determines the rate as well as the quality of building refurbishment. The project shall contribute to: further developing and better co-ordination of existing frameworks conditions, designing and implementing new framework elements where necessary, and optimising the implementation process of the new Energy Performance Directive (EPD). Multifamily-residential buildings built after WW II are in the centre of attention. Within participating CEE-Countries a specific focus is put on so called "panel buildings". The activities of the project team concentrate on stimulating framework innovations in the participating countries by involving relevant stakeholders, e.g. from administrative bodies, housing co-operatives, tenant associations in national focus groups and identifying promising best practice frameworks and related programmes with high transfer potential, in order to make use of these experiences in other Member States and Candidate Countries
