Descrizione Generale
In response to the need to have dedicated facilities for carrying out CIP-relevant security experiments, the European Network of SCADA Security Test Centres for Critical Energy Infrastructures (ESTEC) will support Europe:
Implementation of the Directive on the identification and designation of European Critical Infrastructures, requiring each European Critical Infrastructure to be provided with an Operation Security Plan;
Preservation of the physical and functional integrity of SCADA systems through the understanding and control of their vulnerabilities and the assessment of new technological solutions;
Response to the major deficit regarding the availability of Control Systems security data, due to the difficulty in identification of vulnerabilities for complex system-ofsystems, the rapid technology evolution (specially in the IT sector), and the reluctance of operators to report real security events, that undermines the definition of protection requirements, practices and policies.
Attività svolta da ENEA
Analisi delle vulnerabilità dei sistemi SCADA con particolare riferimento a quelle derivanti dalle interdipendenze tra Infrastrutture energetiche e tra Infrastrutture energetiche e di TLC;
Supporto alla definizione di una metodologia per il benchmarking per i centri di test;
supporto alla progettazione concettuale della rete europea di centri di test, con particolare riferimento all'identificazione di test range e test bed;
supporto all'analisi di fattibilità di una rete europea, con particolare riferimento all'identificazione di policies, standard e raccomandazioni per la cooperazione internazionale;
coordinamento scientifico per la revisione ed il consolidamento dei risultati del progetto;
supporto alla divulgazione e sfruttamento dei risultati del progetto.
