As part of the Barcelona Process, which aims to promote the partnership between the EU and the non-EU Mediterranean states, the so-called MEDA programme (Euro-Mediterranean Partnership Programme) was established in 1995. It is supposed to help improve the infrastructure in the MEDA states. First and foremost, the MEDA Programme aims to create a suitable framework for a joint free-trade zone, set to be created by 2007. Other important goals are based on the launch of the Euro-Mediterranean Water Network in Turin in 1999. One goal is to strengthen the regional cooperation among the MEDA states in the context of promoting suitable measures designed to improve drinking water supply and wastewater treatment in these states. Here’s where the EU-financed project Efficient Management of Wastewater, its Treatment and Reuse in the Mediterranean Countries (EMWater) picks up. With partners from Germany, Italy, Jordan, Lebanon, the Palestinian Autonomous Territories, and Turkey, InWEnt serves as the leading managing body in the region between 2003 and 2007: carrying out local and regional training courses for wastewater treatment and reuse (in all about 400 participants without e-learning); data collection and analysis of the local wastewater situation in order to determine wastewater volume and quality; developing guidelines for wastewater treatment and reuse; designing and construction of pilot plants for training purposes and for identifying appropriate technologies for wastewater treatment and reuse; conducting local workshops and a regional conference to publicise the project and to disseminate the results in the region.

Attività svolta da ENEA:

Consulenza all'elaborazione dello stato di fatto relativo alla gestione delle acque reflue in Giordania e in Palestina. Consulenza alla progettazione e alla realizzazione di due distinti impianti pilota per il trattamento dei reflui municipali ed il loro riutilizzo agronomico, da realizzarsi in Giordania e in Palestina. Assistenza alla sperimentazione da effettuare sui suddetti impianti ed elaborazione dei dati da essi ricavati. Consulenza all'elaborazione di linee guida per una corretta gestione dei reflui ed il loro possibile riutilizzo agronomico in Giordania ed in Palestina. Consulenza per la messa a punto di moduli formativi per il personale dei partner coinvolti negli impianti e collaborazione allo svolgimento dei programmi di formazione. Nel 2008 presso la sede ENEA di Bologna si è tenuto un corso di formazione per 15 esperti nel settore del trattamento di depurazione delle acque reflue urbane dell’area mediterranea. La durata del corso è stata di 15 giorni e i partecipanti sono stati 14.
